About The Village Plan.
Q: What is the timeline for The Village?
A: Westfield initiated the environmental review process for this project with the City of Los Angeles in July 2007. Currently, we are reaching out to our neighbors to share our proposal and our vision to revitalize the area between Westfield Topanga and Promenade and get feedback. We are still in the beginning stages of the process and look forward to hearing your ideas on how to make The Village a place that will enhance Warner Center and the West Valley for many years to come.
Q: Why is there construction at the proposed Village site?
A: The construction you see at the site is the relocation of an existing Crate & Barrel store. The relocation is unrelated to the proposed Village project, and is part of the final phase of the exterior and interior renovation to Westfield Topanga. Construction on The Village has not yet begun.
Q: What kind of community amenities will there be at The Village?
A:Some of the community amenities we are exploring for The Village include: senior/community center, museum component with interactive educational programs for children, water features, such as fountains, public art displays, such as sculpture gardens, gourmet grocery store, and open air plazas. We are still in the research and information gathering stage to determine the most appropriate mix, but so far, we have received input from thousands of local residents, which will enable us to better understand the needs and desires of West Valley residents.
Q: What are you going to do about traffic?
A: As part of our commitment to understand and address traffic concerns, we are studying approximately 86 intersections in our traffic analysis rather than just looking at the intersections immediately around The Village. We also plan to go beyond traditional mitigation measures, like adding left-turn signals, new lanes, signal synchronization, and the like. Finally, we are exploring ideas like vehicular bridges to connect The Village to Westfield Topanga, and a green shuttle or trolley to connect the centers and provide connectivity to mass transit and other activity centers throughout Warner Center
Q: What will you do to ensure the safety of your customers?
A: The security and safety of our customers and tenants are paramount to us. At all Westfield centers, we provide security staffing 24 hours a day, 7 days a week, and share strong partnerships and ongoing communication with local law enforcement and public safety officials. Locally for example, we contributed the space for an LAPD substation at Westfield Topanga. The Village will maintain the same high standards of safety to ensure that it will be a comfortable, safe, family-friendly gathering place.
Q: What kind of architectural style will you use for The Village?
A: We have not yet decided what kind of architectural style to use on this project and we want to get feedback from the community and potential tenants on this aspect of the project. We are committed to creating a beautiful and distinctive new place that meet’s today’s high aesthetic standards for Warner Center.
Q: How many jobs will be created as a result of this project?
A: The Village will create thousands of permanent jobs and construction related jobs. Westfield is committed to partnering with local nonprofit organizations for a job partnerships program.
Q: What is smart growth and what does it mean for this project to utilize smart growth principles?
A: Smart growth is a town-centered concept that is both transit and pedestrian oriented. Smart growth utilizes a greater mix of housing, commercial and retail uses to create a modern community environment where people can live, work, shop, dine and enjoy life in one location. Westfield has incorporated principles of smart growth into the design of The Village to:
•Create walkable neighborhoods
•Encourage the use of mass transit
•Mix land uses
•Maximize open space
•Promote efficient land and energy consumption
•Minimize traffic and environmental impacts typical of most suburban developments
Q: What opportunities will the public receive to give input on this project?
A: We welcome the public to continue to contact us through our website, information center hotline, and e-mail, as well as through our educational mailers. To date, we have received thousands of comments and inquiries about the project. Public input is important to us and we look forward to continuing the dialogue with our neighbors on how this project can be improved. The City also will be providing opportunities for public input throughout the environmental review and public hearing process for the project.
